一、参赛条件
1、凡是承认本规程的国内外信鸽爱好者均可报名参赛。
2、参赛鸽必须是出生25天—45天的健康幼鸽，凡所在地区有疫情的，均不接收。
3、参赛鸽必须佩带一枚国家或地区信鸽组织承认的2011年正式足环。
4、参赛鸽由本中心统一接种疫苗（新城疫、沙门氏、鸽痘疫苗），如已自行接种疫苗请在交鸽时注明。

5、无论集鸽多少，比赛照常进行，700万奖金全额发放，集鸽日起网上公布集鸽情况。

6、鸽友将参赛鸽交入本中心后，本规程即为双方合同即时生效，双方必须遵守合同条款。

7、本中心收鸽时即佩戴电子比赛足环并通过互联网向参赛鸽主提供参赛鸽的相关情况，接受参赛者的查询。

二、竞赛项目、距离、地点和时间
  本次比赛设热身赛、预赛、决赛、团体赛、三关鸽王赛；

1、热身赛：距离200公里， 放飞地点：宁德，时间：2011年10月上旬；

2、预  赛：距离300公里， 放飞地点：福州，时间：2011年10月中旬；

3、决  赛：距离500公里， 放飞地点：厦门，时间：2011年10月下旬；

4、团体赛：凡交8 羽参赛鸽为一参赛单位的鸽主具备参加团体赛资格，超出8羽的按8的倍数另算一组，按A、B、C、D……依次编组，按第一次120公里驯放归巢顺序网上自动编组；团体赛以决赛获奖前300名内两羽以上、羽数多者为优胜者，如获奖羽数相同，按决赛第一羽获奖名次先后排名，第一次120公里驯放后5日内指定分组号码，一经指定不可更改，未指定者按电脑自动编组为准，及时在网上公布。
  5、三关鸽王赛成绩计算方法：

将同一羽参赛鸽在热身赛、预赛和决赛中的分速相加，分速高者名次列前。分速相同的参赛鸽，决赛分速高者名次列前。

三、参赛办法
1、交鸽时须交清饲养费每羽300元人民币。第一次120公里驯放后邀请温州市信鸽协会裁判组进行查棚，参赛鸽主按查棚清单在5日内缴纳参赛费每羽3000元人民币，鸽主必须交清同一名下的所有赛鸽参赛费用，方可参加比赛；查棚后5日内未交参赛费者视为放弃，本中心有权作任何处理。参赛鸽友汇款后将汇款小票、鸽主名称、鸽子足环号及手机号码传真至本中心以便查收。

2、参赛鸽在集鸽期间发生任何丢失、死亡，游棚等情况，本中心将及时通知鸽主补交，不补者视为放弃。赛鸽驯养期间发生任何丢失、死亡，游棚的属自然淘汰（热身赛赛后由于赛鸽正常家飞、丢失的本中心不负任何责任），未按时交费鸽在中国振宇国际赛鸽中心官网上公布，不允许任何团体及个人认购，该赛鸽将不参加比赛，由本中心统一处理，不赔偿、不退还任何费用。

3、交鸽时间：2011年3月1日至2011年6月30日（节假日不休息）。

5、温州及周边地区鸽友可将参赛鸽送至本中心或提前预约上门集鸽（8羽以上）。
6、外地参赛鸽可通过空运、铁路或长途汽车（应符合托运要求）托运至温州机场、火车站或各长途客运中心（运费自理），但须提前电话通知本中心及时接收；外省市鸽友托运参赛鸽请办理相关检验、防疫手续以免造成接鸽时间延误。
7、境外参赛鸽友须交纳等值外币，报关费、检疫费、运费自理。
8、参赛费用可直接存入以下指定账户，汇款后请在汇款凭证注明参赛鸽主姓名、地址和电话，并将其传真至本中心。

四、竞翔办法
1、本届比赛严格执行中国信鸽协会颁发的《信鸽竞翔规则与裁判法》。
2、各项比赛的裁判员由浙江省信鸽协会和温州市信鸽协会委派，由其负责各场比赛的集鸽、司放、监放、成绩审定及比赛前的验棚、验鸽并欢迎鸽友参与现场监督。

3、本次比赛采用电子鸽钟计时，按分速排列名次，若分速相同以电脑自动排名为准，若出现电子系统故障或其他不可抗拒因素至使比赛无法正常进行的，由本次大赛组委会和裁判组作最终裁决，公告公示后发放奖金，举行拍卖或重新组织比赛。
4、本次比赛决赛报到期为第一羽赛鸽归巢至次日18时止：若决赛当天无归巢鸽，则取消本次比赛，奖金由决赛上笼鸽均分；有效报到期内归巢鸽数量未满录取名次的，奖金由获奖赛鸽均分。

5、集鸽至比赛开始期间如遇不可抗力或与国家有关规定相冲突而导致比赛不能进行，本中心将按参赛鸽主所交参赛费及时退还给其本人。
五、奖金分配及录取名次
1、热身赛取前50名， 前3名各发奖杯一樽，奖金冠军3万元、亚军2万元、季军1万元、第4至50名各3000元。

2、预赛取前100名，前10名各发奖杯一樽，奖金冠军5万元、亚军3万元、季军2万元、第4至100名奖金各5000元。

3、决赛取前300名，前10名各发奖杯一樽，奖金冠军50万元、亚军30万元、季军15万元、第4至10名各6万元、第11至50名各3万元、第51至100名各2万元、第101至300名各1万元。

4、团体赛取前10名，各发奖杯一樽，奖金冠军20万元、亚军10万元、季军5万元、第4至10名各2万元。

5、三关鸽王赛取前3名，各发奖杯一樽，奖金冠军5万元、亚军3万元、季军2万元。

6、领取奖金时必须凭中国振宇国际赛鸽中心签发的有效参赛卡及鸽主身份证领取。
六、获奖鸽、归巢鸽的拍卖归属办法

1、拍卖时间：决赛结束后一周中国振宇国际赛鸽中心对所有获奖鸽进行拍卖，拍卖收入的70%归鸽主，20%归中国振宇国际赛鸽中心，10%作为拍卖组织费用。冠军鸽10万元起拍、亚军5万元起拍、季军3万元起拍，上述三只鸽子如发生流拍现象，本中心将按起拍价格实行保底收购；参加拍卖的获奖鸽主须提前准备好血统书传真至本中心。

2、其它未参与拍卖鸽由鸽主凭参赛卡免费领回，如比赛结束后10天内鸽主不来领取，视为自动放弃，鸽子由中国振宇国际赛鸽中心处理。
3、获奖鸽奖金和拍卖收入所产生的相关税项，由获奖鸽主自理。
七、其他事项
1、欢迎鸽友在驯放、热身赛、预赛和决赛集鸽、登检、入笼、放飞时进行监督。
2、预赛前5至120公里驯放不少于10—12次，并在中国振宇国际赛鸽中心官网和相关互联网上及时公布。

Rules for the 1^st Race of Zhenyu Racing Pigeon Center 2011

I. Participation Qualifications

1. All domestic and foreign pigeon fans recognizing the Rules can register and participate in the race. 

2. All racing pigeons must be healthy ones at an age between 25 days to 45 days and any from a place having an epidemic situation is not acceptable. 

3. Any racing pigeon must wear an official foot ring of 2011 recognized by a national or regional pigeon organization. 

4. All racing pigeons must be vaccinated by our center (ND, salmonellae and pigeon pox vaccines), and if you have vaccinated your pigeon, please note it in delivering the pigeon. 

5. The race will proceed as scheduled and the prize money of RMB7 million will all be granted however many pigeons are collected. The information on the total number of collected pigeons will be published on the website from the date of collecting the pigeons. 

6. After any pigeon fan delivers his/her racing pigeon to our center, the Rules will be construed as a contract between both parties which takes effect instantly and both parties must abide by the terms in the contract. 

7. When our center accepts a pigeon, we ll wear an electronic racing foot ring for the pigeon and provide relevant information on the pigeon to its owner online to accept inquiries from the owner. 

II. Events, Distances, Venues and Time

This race includes Warm-up, Preliminary, Final, Team and 3-Round Pigeon King; 

1. Warm-up: distance: 200km; release venue: Ningde; time: within the first ten days of October 2011; 

2. Preliminary: distance: 300km; release venue: Fuzhou; time: within the middle ten days of October 2011; 

3. Final: distance: 500km; release venue: Xiamen; time: within the last ten days of October 2011; 

4. Team: any owner having 8 racing pigeons as a group contestant is qualified for the team event, and if beyond 8, more groups will be set in accordance with the multiples of 8, and the groups will be numbered as A, B, C, D... automatically online in the order of homing after the first 120km release for taming; the team winner will go to the owner having the most pigeons, more than two, among the top 300 winning pigeons of the final, and if any two owners winning pigeon numbers are the same, they will be ranked in accordance with the highest rank of their pigeons in the Final; the pigeons will be grouped and numbered within 5 days after the first 120km release for taming, which is not subject to changes once specified, and any unspecified shall be subject to the automatic grouping of the computer, which will be published on the website in time. 

5. Method for calculating the results of 3-Round Pigeon King: 

The results of the flight distance per minute of the same racing pigeon in Warm-up, Preliminary and Final will be summed up, and the higher the sum is, the higher the rank will be. If any two racing pigeons have the same sum, the higher the score in Final is, the higher the rank will be. 

III. Registration Formalities

1. Any owner shall pay a breeding fee equal to RMB300/pigeon in delivering his/her pigeon(s). After the first 120km release for taming, we ll invite the judge panel of Wenzhou Racing Pigeon Association to check the pigeon lofts; the racing pigeon owners shall pay an entry fee equal to RMB3,000/pigeon within 5 days in accordance with the loft check list, and shall pay off all entry fees for all of his/her racing pigeons to be qualified for the race; if any owner fails to pay the entry fee within 5 days after the loft check, he/she will be construed as waiver and our center has a right for any kinds of disposal. After remitting, any racing pigeon owner shall send the remittance receipt, the pigeon s foot ring number and the owner s name and cell phone number to our center by fax for us to check. 

2. If any racing pigeon is lost or dead or fails to find home during the pigeon collection period, our center will inform. its owner in time of delivering another again, and if the owner fails to deliver again, he/she will be construed as waiver. If any racing pigeon is lost or dead or fails to find home during the taming period, it will be construed as a natural elimination (our center will not assume any responsibilities for being lost during the normal release of pigeons after the Warm-up). If the fees for any pigeon are not paid in time, it will be published on the official website of Zhenyu Racing Pigeon Center. No organization or individual is allowed to subscribe it and also it will not participate in the race; instead, our center will dispose it uniformly without giving any compensation or refunding any fees. 

3. Pigeon Delivery Time: from March 1, 2011 to June 30, 2011 (holidays included).

4. Pigeon delivery place: Zhenyu Racing Pigeon Center (Zhenyu Guesthouse, No. 11, Hongdian North Road, Wenzhou).

5. The pigeon fans in Wenzhou and its surrounding areas can send their pigeons to our center, or book in advance to visit their homes for collecting pigeons (more than 8 pigeons). 

6. The racing pigeons outside the above areas can be consigned (consignment requirements shall be met) to Wenzhou Airport, Wenzhou Railway Station or long-distance passenger transportation center by air, railway or bus (at the owners own expenses), but the owners shall give a notice to our center by phone in time to receive them; besides, the owners in the above case shall go through relevant formalities for inspection and epidemic prevention in consigning their pigeons to avoid any delays in accepting pigeons. 

7. The overseas racing pigeon fans shall pay equivalent foreign currencies and bear expenses for custom declaration, quarantine and transportation on their own. 

8. The entry fee can be remitted to the following designated accounts directly. Please note the racing pigeon owner s name, address and phone number in the remittance warrant after remitting and send it to our center by fax.

IV. Racing Methods

1. This race will strictly follow Rules and Judging Law of Pigeon Racing issued by Chinese Racing Pigeon Association.  

2. The judges of each event will be delegated by Zhejiang Racing Pigeon Association and Wenzhou Racing Pigeon Association and also will be responsible for pigeon collecting, release command and supervision, result review and pre-race verification of lofts and pigeons of each event. All pigeon fans are welcome to participate in the on-site supervision. 

3. This race adopts the electronic pigeon clocks for timing and the ranks will be subject to the flight distance per minute. If the flight distance per minute is the same, the ranks will be subject to the automatic ranks of the computer. If the race can t go on normally due to failure of the electronic system or other force majeure events, the race s organization committee and judge panel will make a final decision to distribute the prize money, hold an auction or reorganize the race after being announced or shown in public. 

4. The registration period of the Final is from the homing of the first racing pigeon to 18:00 of the next day: if no pigeon flies home on the day of Final, the event will be cancelled and the prize money will be shared by pigeons entering the cage; if the quantity of pigeons returning home is not enough for the admission ranks during the effective check-in period, the prize money will be shared by winning pigeons. 

5. If the race is cancelled due to any force majeure events or any conflicts with relevant regulations of China during the period from pigeon collecting to the commencement of the race, our center will refund the entry fee paid by racing pigeon owners to them in time. 

V. Prize Money Distribution and Admission Ranks

1. The top 50 will be selected in the Warm-up and each of the top 3 will be granted a trophy  

2. The top 100 will be selected in the Preliminary and each of the top 10 will be granted a trophy

3. The top 300 will be selected in the Final and each of the top 10 will be granted a trophy

4. The top 10 will be selected in the Team and each will be granted a trophy

5. The top 3 will be selected in the 3-Round Pigeon King and each will be granted a trophy

Note: In getting the prize money, the owners must provide effective registration cards signed by Zhenyu Racing Pigeon Center plus their ID cards. 

VI. Methods for Deciding the Ownership of Winning Pigeons and Homing Pigeons

1. Auction time: one week after the Final, Zhenyu Racing Pigeon Center will auction all winning pigeons and 70% of the income from the auction will go to the pigeon owners, 20% to Zhenyu Racing Pigeon Center and 10% as the costs for auction organization. The champion pigeon s starting price will be RMB100,000, the runner-up RMB50,000 and the third place RMB30,000. If the above three pigeons can t be auctioned, our center will acquire them at their starting price; the owners of winning pigeons participating in the auction shall prepare the certificate of origin in advance and send it to our center by fax. 

2. Other pigeons not participating in the auction will be taken back by their owners free with registration cards provided. If any owner fails to get back his/her pigeon(s) within 10 days after the race, he/she will be construed as automatic waiver and the pigeon(s) will be disposed by Zhenyu Racing Pigeon Center. 

3. The owners of winning pigeons shall be responsible for going through any formalities for taxes incurred by the prize money and the income from the auction of winning pigeons. 

VII. Miscellaneous

1. All pigeon fans are welcome for supervision of pigeon collecting, check before entering, entering the cage and release in the release for taming, Warm-up, Preliminary and Final. 

2. Before the Preliminary, the times of release for taming with a distance between 5km and 120km shall not be less than 10-12; and the details on the release for taming will be published in time on the official website of Zhenyu Racing Pigeon Center and other relevant websites. 

3. Relevant information on the 1^st Race of Zhenyu Racing Pigeon Center 2011 will be published in time on:
